THE NORTHWEST PLAN AMENDMENT Adopted by City Council on September 30, 1996. The following amendments are to be added to The Northwest Plan as adopted by City Council. These amendments contain provisions addressing conditions and issues that have been identified since the adoption of the Plan on September 16, 1991. INTRODUCTION STATEMENT OF GENERAL INTENT OF THE NORTHWEST PLAN It is the general intent of The Northwest Plan to provide appropriate guidance for the land located within corporate boundaries of the city of Co- lumbus as well as unincorporated land that is annexed into Columbus. Within the boundaries of The Northwest Planning Area, the annexation patterns of the 1970s created many "islands" of unincorporated land. For the most part, these islands have developed as residential uses with zoning un- der the jurisdiction of Franklin County. It is the policy of both the city of Co- lumbus and Franklin County to support annexation requests that eliminate pockets of unincorporated land to improve services to residents. Accordingly, the following specific provisions are applicable in situations when land is annexed into the city of Columbus. Apply the Sawmill Corridor Development Standards and the Bethel Road Development Standards to all new development that is annexed and located within or adjacent to each corridor. New development within or adjacent to the Sawmill Road or Bethel Road Corridors should be consistent with existing development located in each respective corridor. The zoning of land annexed into the city of Columbus should be consistent with the existing zoning and/ or development of the surrounding land. The owners of property being annexed into the city of Columbus should be encouraged to apply for a comparable zoning district within thirty days of annexation at no cost. LAND USE PLANNING ISSUE: HEIGHT IMPACTS OF COMMERCIAL DEVELOPMENT ON RESIDENTIAL DEVELOPMENT Within the Northwest Planning area, there are several locations were the height of commercial buildings could have a negative impact on single-fam- ily development: Examples of these locations include: the Bethel Road Corri- dor from State Route 315 to Riverside Drive; all land surrounding The Ohio State University Airport; and Sawmill Road north of Interstate 270. Recommendation: Discourage multi-story development in locations where the proposed development is adjacent to established and proposed single-family development. As a general rule, the thirty five foot height district should not be exceeded in such areas. APPENDIX A ROADWAY IMPROVEMENT PRIORITIES The following statement is to be added below the last improvement project on the page: Godown Road -widen and extend north of Bethel Road. Note: The provision of The Northwest Plan to widen and extend Godown Road north of Bethel Road should not be considered until such time as the following im- provement projects have been completed: widen Bethel Road, Sawmill Road, and State Route 161 and construct a grade separation at State Route 161 and the CSX Rail- road.
